How did we get here?

Mandated by Bishop Barres in 2016 to create parish councils across the diocese according to 1983 Code of Canon Law.  The term “pastoral” council was used to include broader areas of consultations and assistance by the laity. Selection of council members has been established by direct pastoral appointment.
